Тhe article reveals the theoretical foundations of the fundamental meanings of the struggle of the Ukrainian political nation for affirming its historical subjectivity in the context of globalization, which determine the peculiarities of the position of new democracies in times of peace and war. The socio-political context of the war in Eastern Ukraine is analyzed through the prism of the national existence of the Ukrainian political nation and the state as an institution of general will. The essence of the “new war” in the conditions of the Russian Federation’s military aggression against Ukraine is disclosed, reflecting the unprecedented post-bipolar reality related to contemporary identity politics. It is proven that an effective way of defense is the creation of network security based on citizen cooperation for the protection of society, the state, and international security. It is shown that the key value priority in the UN, EU, and NATO sustainable development strategies is “resilience” as the ability to withstand negative influences and recover rapidly
