State bodies are responsible for strategic communications and strategic narratives, receiving them instrumentally and operationally. However, the semantic core of strategic narratives is born outside of them in the life world of a network society. Building strategic communications as an open system provides sustainability and sustainable development in a network-digital social environment, especially during wartime
