The article presents the organizational conditions for teaching students with special educational needs in pedagogical higher education institutions. It is noted that pedagogical higher education institutions are forming a complete system of organizational conditions that ensure the availability of higher education for persons with special educational needs, which includes the creation of centers/departments or the endowment of existing specialists with additional functionality to support the learning process of this category of persons. The presence of organizational conditions in pedagogical higher education institutions provides opportunities for the implementation of inclusive education in practice, which is confirmed by the positive trend of increasing the number of applicants with special educational needs
